That in order to strengthen the strategic roles of the young generation in risking the sovereignty of this nation, it becomes a shared commitment and responsibility to place the position of Youth Organization strategically in a more real order in the frame of every nation's social, economic, and political life towards a civil society strong and powerful, has competitiveness and respected by the nations of the world as a civilized nation.
Whereas the Youth Organization basic guidelines that have been established through the RI Minister of Social Affairs Decree number: 11 / HUK / 1988 are deemed less relevant to the needs of the community in the era of regional autonomy and reform, especially as a basis for the younger generation's dedication to social welfare.
Whereas to realize and present the existence of Youth Organization as aspired by every young generation, it is deemed necessary to re-establish the Youth Organization Basic Guidelines. Therefore, for this purpose the Decree of the Minister of Social Affairs number 77 / HUK / 2010 was adopted to replace the Republic of Indonesia Social Minister's Decree number: 11 / HUK / 1988 as the new Basic Guidelines for Youth Organization.

Karang Taruna is a social organization as a means and means of development for every member of society who grows and develops on the basis of awareness and social responsibility from, by and for the community, especially the younger generation, engaged in social welfare business.

d. Development of partnerships that ensure increased capability and potential of young people in a directed and sustainable manner.

Karang Taruna "GIRI LAYA" is a young generation social organization that is self-sufficient, togetherness, and independent and is one of the pillars of community participation in the field of social welfare.

MAIN TASKS
Karang Taruna "GIRI LAYA" has the main task together with the Government and other communities in organizing youth generation and social welfare.

FUNCTION
In carrying out the main tasks referred to above, Karang Taruna "GIRI LAYA" has the functions:
a. Prevent the emergence of social welfare problems, especially the younger generation.
b. Organizing social welfare includes rehabilitation, social protection, social security, social empowerment and training for every member of the community, especially the younger generation.
c. Increase productive economic efforts.
d. Growing, strengthening and maintaining social awareness and responsibility of every member of society, especially the younger generation, to play an active role in organizing social welfare.
e. Grow, strengthen, and maintain local wisdom.
f. Maintain and strengthen the spirit of Nationality, Unity in Diversity and the establishment of the Unitary State of the Republic of Indonesia.

Amendments to the Articles of Association can only be made in the Great Deliberations and Extraordinary Great Deliberations.
ARTICLE 15
DISSOLUTION
1. The dissolution of the Youth Organization "GIRI LAYA" was established with the provisions of the Great Conference or Extraordinary Deliberation after the referendum.
2. The referendum results for the dissolution of the "GIRI LAYA" Youth Organization are considered valid if at least more than one of the managers and coordinators and / or representatives of each RT agree.

Matters that have not been regulated in this Articles of Association, will be regulated in the By-Law.

MEMBERSHIP
ARTICLE 1
TYPES OF MEMBERSHIP
Membership of Youth Organization "GIRI LAYA" consists of:
1. Active members are active members and are aged 15 to 50 years, because of their potential, talent and productivity to support the development of their organizations and programs.
2. Passive Member is a membership that is passive standard, meaning all members of society aged 15 years to 45 years.
SECTION 2
MEMBERSHIP OBLIGATIONS
1. Comply with Articles of Association, By-Laws and Youth Rules "GIRI LAYA".
2. Following the activities organized by Karang Taruna "GIRI LAYA".
3. Pay fees.
4. Maintain the good name of Karang Taruna "GIRI LAYA".

MEMBERS 'RIGHTS
1. Each member has the right to speak and voting rights, as well as the right to vote and be elected.

VICE CHAIRMAN
1. Assist the Chair in carrying out the task.
2. Replace the Chairperson, if the Chair is unavailable.

SECRETARY
1. Assist fully the duties of the Chair.
2. As an information center for all organizational data activities.
3. Carry out daily organizational administration activities.
4. Coordinate with the Field Coordinator to realize orderly administration and communication.
5. Design, maintain, and improve the application or bookkeeping system used in secretarial activities.
6. Responsible for the management of all files or inventory in the organization.
7. Responsible and provide accountability reports to the Chairperson.

TREASURER
1. Realizing organizational financial order governance.
2. Coordinate financial matters with all related components.
3. Distributing funds for all organizational activities in an optimum and proportional manner.

1. Determine and implement work program policies in accordance with their respective fields.

ARTICLE 12
AMAZING GREAT MUSYAWARAH
1. Extraordinary Great Conference is a forum that is equal to the Great Conference.
2. Extraordinary Great Conference is held if there is a violation of the constitution (AD / ART and or Organizational Regulation) conducted by the Chairperson or Management.
3. Violations can take the form of a lack of organizational wheels which result in the collapse of the organization, so that it is feared that the organization will be dissolved.
4. Extraordinary Great Deliberations can be held on proposals and agreements from more than one of the officials present and agree.
5. Before the KLB was held, after the conditions referred to in article 12 paragraph 2.3 and 4 were fulfilled, the management was taken over by the GIRI LAYA Youth Organization, who then formed the Extraordinary Great Conference Committee.

MUSYAWARAH KERJA
1. Work Meeting is carried out by the management.
2. Work Meetings are attended by Protectors, Trustees, Managers and members.
3. Work Consultation is held after the management is formed.
4. Work Conference is a meeting to deliver the work program of Karang Taruna "GIRI LAYA" to members in the management period.

ANNUAL MUSYAWARAH
1. Annual Meetings are held once a year.
2. Annual Deliberations are held to report and evaluate activities for one year that have been carried out.
ARTICLE 15
MONTHLY MUSYAWARAH
1. Monthly meetings are held once a month.
2. Monthly Deliberations are held to report and evaluate activities for one month that have been carried out.
3. Monthly Deliberations are held to accommodate members' aspirations.
ARTICLE 16
MUSYAWARAH PENGURUS
1. Management meetings are carried out at any time by the board.
2. Management meetings are held to take decisions or policies in accordance with the conditions which must be decided immediately.

1. The symbol "GIRILAYA" is the original symbol of Karang Taruna
2. The addition of the "GIRILAYA" symbol is the addition of a red ribbon with the words GIRILAYA in yellow gold.
